Washington expands financial war on Iran as global banks receive intelligence on Tehran networks

The United States has expanded its economic campaign against Iran into direct cooperation with global financial institutions, with the Treasury Department’s Financial Crimes Enforcement Network, FinCEN, convening an exchange designed to help banks identify and shut down revenue streams and procurement networks tied to Tehran.
FinCEN said the September 16 meeting was held under its FinCEN Exchange program as part of Operation Economic Outcast, the broader Treasury campaign launched in August to intensify financial pressure on Iran and its overseas networks.
Actionable information for financial institutions
According to FinCEN, the exchange gave financial institutions insight into nodes, facilitators and networks that Washington says provide Iran and allied groups with access to U.S. correspondent banking relationships, enabling money laundering, weapons procurement and financing for regional activities.
Treasury officials and representatives of financial institutions discussed findings and practices aimed at protecting the U.S. financial system and identifying networks targeted by the campaign. Treasury Secretary Scott Bessent said Washington would continue working with the private sector to cut economic channels available to Tehran. His remarks represent the U.S. administration’s stated position.
Beyond traditional sanctions
The latest step goes beyond designating individuals, companies and banks. Washington is now directly sharing information with the international financial sector so institutions can identify revenue and procurement channels targeted by U.S. authorities.
On September 14, the Treasury sanctioned Russia’s VTB Bank over what it described as involvement in Iranian sanctions evasion, including correspondent relationships with sanctioned Iranian banks. Treasury also warned foreign financial institutions of increased secondary-sanctions exposure if they continue specified dealings with targeted Iranian entities.
Operation Economic Outcast
Treasury launched Operation Economic Outcast on August 24, 2026 as a government-wide campaign targeting financial resources available to the Iranian government, the Islamic Revolutionary Guard Corps and sanctions-evasion networks. The campaign targets financial and commercial channels Washington says Iran uses to sell oil, obtain technology and secure financing.
The new FinCEN exchange shows that U.S. authorities are seeking to make international financial institutions an additional line of detection against Iran-linked transactions and networks, alongside the continuing military conflict and disruption to trade and energy flows across the region.
